Dr.
Howe is a Space Architect and a retired Senior Systems Engineer at NASA Jet
Propulsion Laboratory (JPL). He has served as a licensed practicing architect
emphasizing modular compact buildings, habitats, deployable structures, and
crew systems, and has 30 years of experience engineering robotic construction
systems with significant skills in configuration, structures, and hands-on
hardware assembly. Dr. Howe has 10 years experience
working in Japan on building design, kit-of-parts modular building systems, and
automated construction research with Kajima Corporation, Shimizu, and Hazama.
He speaks, reads, and writes fluent Japanese on a technical level. He is widely
published in journals, conferences, and has contributed to book projects as
author, editor, and chapter
contributor. Dr. Howe is the author of six novels, reflecting a hard science

During his time at JPL, Dr. Howe led the JPL All-Terrain Hex-Limbed Extra-Terrestrial Explorer (ATHLETE) robotic mobility system development team, and specialized in robotic planetary In-Situ Resource Utilization (ISRU) construction, excavation, and drilling system development. Other significant participation includes support for NASA Artemis Lunar Terrain Vehicle (LTV), NASA STMD ISRU Excavation team, JPL Robotic Lunar Surface Operations (RLSO2) efforts, exoplanet telescope (HabEx, 6MST), Mars Sample Return (MSR), Mars2020 rover support, Mars helicopter, and Asteroid Robotic Redirect Mission (ARRM) capture mechanism team. Dr. Howe has extensive experience designing orbital and surface crew systems and habitats, and on site supporting field analog studies including NASA Desert Research and Technology Studies (D-RATS).

Before joining JPL, Dr. Howe served as faculty member at University of Oregon for 3 years, and Hong Kong University for 6 years. He is the former Chair for the Space Architecture Technical Committee (SATC) in the American Institute of Aeronautics and Astronautics (AIAA), and has experience organizing and chairing technical conferences, tracks, and sessions.
Dr. Howe is committed to the development of advanced robotic machines and infrastructures and their integration with human space exploration objectives. He believes it is the destiny of humankind to learn to live and work in space, and eventually become a space-faring civilization.
